MANILA – The Alliance of Concerned Teachers (ACT), led by its party-list Representative Antonio Tinio, urged the Supreme Court (SC) on Wednesday to declare as unconstitutional a memorandum of agreement on defense cooperation between the Philippines and Japan, and bar the presence of Japanese forces in Philippine territory for joint military exercises.
