MANILA – Communications Secretary Sonny Coloma on Tuesday said the United States is fulfilling its commitments as far as the Mutual Defense Treaty, the Visiting Forces Agreement and the principles of the Enhanced Defense Cooperation Agreement (EDCA) are concerned.
